Cut from 3→ 2% of pop from 1890 census; Not many S Euro came at that point; Britain & N Ireland could send 65k, Italy only 5k; S Euro denounced this as unfair & discriminatory; Sparked by nativist belief that only N Euro = better blood; Wanted to freeze America’s existing racial composition from N Euro; Stopped Japanese Imm from coming; “Hate America” rallies in Japan, one expressed rage by committing suicide near Amer embassy in Tokyo; Canadians & Latin Amer exempt from quota bcuz of proximities; Could send back home when done w/ them;
change in Amer policy, Imm goes down, by 1931 more ppl leaving than coming in; Sacrifice tradition of freedom and opportunity & future ethnic diversity; end of unrestricted imm in 1800s that brought 35 mill ppl to US
