The Atari 2600 or Atari Video Computer System or Atari VCS used ROM cartridges. Later in the life span of the console Atari invested heavily in to games, Pac-Man and E.T. the Extra Terrestrial which became a commercial failure for Atari and contributed to the video game crash of 1983. So in 1983 the 2600 was shelved as the industry recovered.
