Socialism's growth was self-evident in the spring election of 1904. Tainted by the ongoing grand jury investigations, Mayor David Rose saw his share of the vote fall to 39 percent, while the Socialist ticket, headed by Victor Berger, captured 25 percent - not far from the progressive Republican candidate's 29.5 percent. The Democratic rapscallion, David Rose, won again, but Socialists took 9 out of 46 seats on the Common Council and a number of minor offices. The Socialists who took office in 1904 proved themselves vastly superior to the hacks and grafters of the Rose regime. They were politicians the voters could trust: hard-working, well-prepared, and incorruptible.
