an extraordinary political and religious work that separates the secular state from religious authority and argues that the sovereignty of civil law and of the people greatly limit the papacy’s power.
Marsilius of Pada, the author, was a prominent political thinker of the Middle Ages; he believed that the papacy’s power was “fictitious” and one that causes troubles among the people. Marsilius favored councils of laymen over the papacy as supreme governing authority over the Church. Another prominent political thinker of the time was John of Salisbury (c. 1115-1180) whose works in political science attempted to define the responsibilities of kings and the relationship to their subjects; John of Salisbury believed that medieval society could be viewed as a living unit in the form of a human body with the king as the head.
