Louis XVI tried to impose taxes on all property, including nobles, making them very mad. In 1787, the finance minister calls the Assembly of Notables to gain support for the idea. The Assembly declared such changes required consent of Estates General, which hadn’t been called since 1614. Louis tried to use his absolute power to issue decrees for new taxes, but the Parlement of Paris declared the taxes illegal. In response the King arrested and exiled members of the Parlement of Paris; however, massive protests forced the king to submit, since he wanted his people to love him. Louis eventually called the Estates in July, 1788.
