Description:

55 men from 12 different states came to Philadelphia in 1787 to revise the Articles of Confederation because there were too many problems for one state to handle. Such problems included, difficulties over international trade, finances, interstate commerce, foreign relations, and internal unrest. Two plans came into fruition, the Virginia Plan and the New Jersey Plan, both of which required representation from the people. The Virginia Plan had a two-house Congress that had representation based on population and the New Jersey Plan called for a one house congress with equal representation from each state despite the size of that state. It was the Great Comprise that brought the two houses together, the House of Representatives and the Senate, each with their own state representative requirements.
