After the Massachusetts Bay Colony and the Plymouth settlers found themselves with trade and border issues, they decided to form a confederation. The main purpose of the confederation was to have a protocol to follow when there were border disputes or trade controversies. The alliance was made up of two representatives from each settlement and showed signs of harmony between the colonies. Key Concept 2.1.11
