This said that all of the slaves in the states of rebellion were freed (this carefully did not include the boarder states who might have flipped if they had been forced to give up slaves. It didn’t really free any more than 1% of slaves becasue why would the Confederacy pretend like the Union had any power???
Freed all slaves in the states at war with the Union (earlier); enlarged the purpose of the war
