Discusses the natural state of man and how man is controlled by natural laws that prohibit him from violating another person's rights
“Men being by nature all free, equal, and independent, no one can be put out of this estate, and subjected to the political power of another, without his own consent. The only way whereby any one divests himself of his natural liberty, and puts on the bonds of civil society, is by agreeing with other men to join and unity into a community”
Says that in order for a society to flourish, its citizens need to give up some of these natural rights in order to unite and form functioning government.
This government would be fun by a few members of the society, but would represent the majority.
