1. A piece of legislation passed by Congress under Johnson that provided equal housing opportunities regardless of race, religion, gender etc.

4. One major cause was that there were many riots after MLK's assassination and Johnson hoped this piece of legislation would slow down and stop the riots.
5. One effect of this was that housing was now supposed to be fair for everyone, but there were rioting clauses attached to the law.
