This was a case concerning desegregation of public schools, despite Brown v Board. There were still schools in North Carolina that were mostly or entirely black, and lower courts had to figure out how to actually separate schools. The major people in this case were Swann and the people at the Charlotte-Mecklenburg Board of Education. The case was fought in North Carolina. One major cause was the presence of segregation in schools and one major effect was the reduction of segregation in schools
