Description:
Macon’s Bill #2 went into placement. The bill stated that if either the French or the British stopped attacking American ships, they would eventually end trade with the other country. If the other country recognized the American rights, then they would be neutral with them. It's intended purpose was to encourage British and French navies to stop harrassing American vessels.
