Wilson threatened to break relations with Germany if it didn't stop surprise attacks after the death of 128 Americans in the Lusitania sinking and the attack of "The Arabic" ship-killing 2 Americans. The Sussex pledge was a promise that Germans would give advance warningn before attacking.
