By 1945, Ellis and Axelrod (2016) statesthat the Toronto Board of Education (TBE) a special education system established. This system serviced about 2,900 students who had prescribed learning disabilities or learning difficulties. These special education classes were usually designed to be segregated from from the "normal" student population and were usually specialized towards the learning disability or challenge. (Ellis & Axelrod, 2016, p. 5).
