On March 25 1999, APEN/LOP organized a small community meeting with Mr. Walker, the director of the County’s Health Department, suggesting the incorporation of a multilingual emergency system, especially for the Laotian community.
Significance: It was the first LOP meeting ever, and voices from this new minority group were heard and approved. It reassured them that they could demand for rights. It also contained a bigger picture of standing up against environmental racism and confronting an authority. Consequently, on September 27 1999, the County Board of Supervisors agreed to a new multilingual phone alert system in Contra Costa County.
