Description:
Congress passes a new Immigration Act which required a literacy test for immigrants and barred Asiatic laborers, except for those from countries with special treaties or agreements with the United States, such as the Philippines. Now only educated immigrants can work in the US. The consumer confidence goes up with the number of jobs. But this starts arguments in job positions about who is actually “qualified”. This makes businesses more strained.
