Also known as the Springer Amendment, it began the process of placing the unassigned lands in Indian Territory within the federal public domain and open to homesteaders. Offered by William M. Springer, it was supported by David L. Payne, William L. Couch, Samuel Crocker, and other Boomers. This amendment was a follow-up to the Indian Appropriations Act.
