Description:

Because of poor harvest and a growing population, Miles Macdonell, Selkirk's choice as governor, attempted to monopolize the region's provision trade. He issued the Pemmican Proclamation, which prohibits the exports of provisions from the region. In doing so, Macdonell undermined the security of Red River and plunged the colony into a conflict with the North West Company.
