AT&T litigation led to the development of various licenses which were very restrictive on what open source meant. One license required that all subsequent enhancements of a program must be released open source as well. Another, called public-domain software, allowed enhancements to be proprietary. All of these licenses were created by a new foundation: the Free Software Foundation (FSF), created by Richard Stallman in 1985.
