Description:

The Wilmot Proviso was a bill proposed by Congressman David Wilmot, suggesting that all of the new territory acquired form Mexico should be free territory. The bill passed the House of Representatives but failed in the Senate.

The Wilmot Proviso is significant because it was an action that threatened the lifestyle of Southern Americans. The Wilmot Proviso showed that the issue of slavery was still at the forefront of American minds and that Northerners wanted to officially outlaw the expansion of the practice.

"Provided that, as an express and fundamental condition to the acquisition of any territory from the Republic of Mexico, by the United States, by virtue of any treaty which may be negotiated between them, and to the use by the Executive of the monies herein appropriated, neither slavery nor involuntary servitude shall ever exist in any part of said territory, except for crime whereof the party shall be first duly convicted."
