The proclamation, meaning an official statement was made to officially state that they were taking over the Quebec government, and so the assimilation on the French had begun. The also giving some land reserves to the First Nations and hunting and fishing rights. It's pretty clear that at this moment they want peace with the First Nations, or else the war between them would continue
