This bill overrode FDR's Veto, and moved the deadline for receiving wartime benefits closer and maturing the bonds even faster, at 3%, which was higher than a significant proportion of savings accounts at the time. This shows how the congress valued the responsibility of Veterans higher then even FDR. This also shows how the government as a whole was able to care for veterans better then just one person alone.
