Without the help of the Minotaurs in their problem of overpopulation, a lot of the population moved to Mars, which has recently just finished Terraforming a few years back and was mainly used for technologically groundbreaking but possibly illegal practices (so Mars was kept under wraps). About 1/3 of the population was moved.
