TR wanted to avoid complete Russian collapse so Russia could be counterweight to Japanese power → helped Japanese w/ peace negotiations; (1905) Portsmouth, New Hampshire TR guided settlement, satisfied neither side, left Japanese resentful bcuz they thought they won war;

Japan had to drop demands for cash indemnity & Russian evacuation of Sakhalin Island; Japan got some control over Korea & formally annexed Korea (1910); TR receives Nobel Peace Prize (1906) for Russo-Japanese Peace
