TR feared if Germans/Brit become bill collectors of LA countries → might stay there → violating Monroe Doctrine; TR declared policy of preventive intervention aka Roosevelt Corollary to Monroe Doctrine; Announced that in event of future financial malfeasance by LA nations, US would intervene, take over customshouses, pay off debts, keep Euro away; Roosevelt Corollary effective in 1905 when US took over management of tariff collections in Dominican Republic - formalized by treaty w/ Dominicans in 1907
Roosevelt Corollary promoted “Bad Neighbor” policy more than any other thing; As time wore on, new corollary used to justify interventions & landings of marines, LA felt strangled by Corollary
