Description:

President Monroe orders his Secretary of State (John Quincy Adams) to write a foreign policy in response to the revolts in the Caribbean. The Document states that American continents should not be considered for future colonization by Europe, nations in the Western Hemisphere are different from those in Europe, European imposement on countries in the Western Hemisphere will be considered a threat to US peace, and the US will not interfere in European affairs. Spain, Portugal, Britain, and France do not care about the statements made. However, this acts as our first act of foreign policy and will stay in effect until World War I.
