The 1980s and 1990s saw the creation, expansion, and cultural domination of the internet. Although the earliest prototypes of the internet date back to the 1969 creation of ARPANET in the United States, the World Wide Web as we know it today was created in the United Kingdom. Sir Tim Berners-Lee laid out a plan in 1989 for a method of feasibly connecting all computers through web pages and servers. After two more years of research, during which Berners-Lee developed the HTML and HTTP standards upon which the modern internet is based, the World Wide Web was open to the public. This allowed for an unprecedented level of interconnectedness between individuals and organizations and made news, photos, and information more easily available than ever. The first British newspaper website, the Electronic Telegraph, was established in 1994, followed by BBC News in 1997; both of these websites became hubs of international information, allowing for the general citizen to become more aware of both local and international events, becoming more informed voters, activists, and global citizens as a result.
