The Montagu–Chelmsford Reforms had declared that a commission would be sent to India after ten years to examine the effects and operations of the constitutional reforms and to suggest more reforms for India. Hartog committee was Auxiliary Committee of the Indian Statutory Commission (Simon Commission)

This commission had no Indian member as part of it. Hence, people started opposing it. This anger led Indian people towards the boycott of Simon Commission. Later the whole boycott and opposition turned into the movement in which police dealt with the protesters very poorly with lathi charge. Ultimately Lala Lajpat Rai was hit, and he died after few days of the lathi charge incident.
