«Section 1: The Lieutenant-Governor in Council may, from time to time, direct or authorize the employment upon any specific work or duty, beyond the limits of any common gaol, of any prisoner who, after a prior sentence of imprisonment for any breach of any law of Canada or of any Province of Canada, is sentenced to be imprisoned with hard labour in such gaol under the authority of any statute of Ontario, or for the breach of the by-law of any municipal corporation in this Province»
