The Congress of Vienna which met in Vienna, Austria was made to restore order and balance in Europe after Napoleon was exiled to the island of Elba. The Congress was made of European leaders looking for peace in Europe and most decisions regarding treaties and boarders were made by the five great powers being Russia, Prussia, Austria, Great Britain, and France. After debating for many years on the topic of balance in Europe, The Congress concluded on June 9, 1815.
