In the 1974 Lau v. Nichols, students unable to speak English fluently were denied additional education, resulting in renewed interest in Nixon’s 1972 proposals. This led to the official passage of the act on August 21, 1974.
My interpretation: The EEOA fights against discrimination based on race, color, religion, sex, or national origin and overcome barriers that impede English Language Learner (ELL) students from participating equally in state and district educational programs
