Description:

Education for language minority students began to improve during the civil rights movement and President Lyndon B. Johnson's War on Poverty.In 1965, Congress passed the ESEA.

My interpretation: ESEA offered new grants to districts serving low-income students, federal grants for textbooks and library books, created special education centers, and created scholarships for low-income college students. It significantly benefits low-income students for their language education.
