Title VII of the Elementary and Secondary Education Act (ESEA) or the Bilingual Education Act, which was enacted in 1968. The bill was introduced by Senator Ralph Yarborough of Texas, became the 1968 Bilingual Education Act and entered into federal law as Title VII of the ESEA.
