Known as the "Cultus Caesarum" in latin, the Cult of Caesar was founded by Marcus Julius Caesar, the son of Gaius Julius Caesar, to consolidate the loyalty of Rome's myriad legions to the name and ideals of Caesar, embodied by the Roman Empire, rather than the generals they served. This extended even to the Emperor himself, who was as much of a subject to the cult as anyone else - if he ever betrayed the Caesarean ideals, the army was to remove him from power - by force, if necessary - and replace him with someone more worthy of the office who could represent the dignity and civility of Rome.

Ultimately this served as a measure to stifle civil conflicts and the ambition of rome's generals, who themselves came to be part of the cult and served its ends.
