While Roman forces were away on a campaign Hannibal took the calculated risk to take Saguntum confident that Rome would not send back troops to aid them.
Hannibal took Saguntum to pervent Rome for having a base in Spain
Rome took this siege as an intent of war and prepared itself as such.
If Rome had wish to for a base in Spain it would have broadened there power giving them more resources.
