Description:
Provisional governor elected by president for each conquered state. When a majority of the white males in the state pledge their allegiance to the union the governor can summon a state constitutional convention whose delegates have to be elected by the ironclad oath (swore they had never borne arms against the united states). New constiutions would have to abolish slavery, disenfranchise confederate civil and military leaders, and repudiate debts accumulated by the state governments during the war
