Description:
As Tiglath Pileser usurped the throne, he wanted to discourage others from doing so. He only appointed castrated men to govern provinces and forced them to share the power with another governor. This ensured that political dynasties could not be created. He also reduced the size of each province, making each individual governor powerless to the central authority (Mark, “Tiglath Pileser III”).
