The U.S. allow refugees. They were people who were leaving their country because they were in danger due to race or religion,
The Immigration Control and Reform Act penalized anyone who employed illegal immigrants and strengthened board control.
This act didn’t really change the amount of immigration. Infact, now there are more illegal immigrants now.
