The reauthorization of the act upheld the rights outlined in previous forms of the legislation but also introduced a new focus on the school-to-work transition for individuals with disabilities. The age of transition services was lowered to fourteen to ensure appropriate planning for a more successful transition (Esteves, 2012). Additionally, nondiscriminatory state assessments were generated to ensure accountability of quality education services and programs. The reauthorization also addressed an inclusive education plan for students that places special education teachers in general education classrooms to provide assistance to general education teachers in creating accommodated curriculum for students with special needs (Esteves, 2012). This shift to an inclusionary model from a segregated model is reflective of the societal values of the time.
