The novel describes a Paris where panic reigns, at the approach of the German Zeppelins. Each one thinks only to flee, the stations are the theater of riot and a "provisional government" has taken refuge in Bordeaux 1 .
The main character, Victorien Dantenne, destroys the invaders thanks to the hertzian waves that he projects from the Eiffel Tower . The energy released triggers a fire that destroys the zeppelins packed with explosives and consumes Paris.
