«The revised Certificates of Insanity for pauper and private patients, and Reception Orders (for all admissions) created by the 1853 Act were
relatively successful, remaining for thirty-three years until the Idiots Act came into effect in 1887 and changed the law regarding the certification of idiots. […] Because this period also saw a
rapid increase in the numbers of insane
persons admitted to
asylums under the authority of the Lunacy
Commissioners, and the turnover rate of new admissions remained high, the number of certified insane persons during this period may be conservatively estimated at 200,000 persons» (Wright, 1998, p. 276)
