Largely moribund until July 1951, they were then fully institutionalized and given slightly wider powers than the previous Conseils de Notables, including the authority to discuss local budgets and developmental priorities. The first step, in 1951, was the introduction of electoral procedures for selecting members of the District Councils, which were to replace the old Councils of Notables. In 1955 they were granted wider decision-making powers.
