In these conditions 1953 was a year of anticipation, preparation, and consultation, with parties, associations, chiefs, and notables in both Togos regarding the eventual reconstitution of a Mixed Council, this time elected by universal suffrage. However, the rapid evolution of the situation in the Gold Coast and the fear of annexation encouraged the formation of an overwhelming majority in French Togo against this solution. By October 1953 the administration had collected 840 hostile petitions and in January 1954 could show seventeen thousand votes of no on eleven hundred voter's rolls, as compared with fifty-odd positive responses.
