Nugent: To [AA's] dismay, however, the General Assembly recommended in January 1952 that such a council be empowered to con- sider all aspects of the Ewe and Togoland problem. Furthermore, the Visiting Mission of that year urged that the remit of the proposed council be expanded to cover the whole spectrum of cultural, economic, educational and political affairs. As Amenumey has observed, the two governments were by now loathe to establish the Joint Council at all, far less to enlarge its powers. Nevertheless, by declining to grant parity of representation on the Joint Council, they were virtually assured of a renewed boycott by the unificationist parties. Following a walk-out by the unifica- tionist parties in August 1952, the Joint Council quickly became moribund.
