The 1990's were an age of great wealth, with expensive Hollywood stars, costly marketing research, huge productions costs and experimentation and reliance on special effects.
In order to make a profit off of these films, huge amounts of money was spent advertising.
An example of CGI/SFX advancement at this time is the comparison between Terminator and Terminator 2. The first film used prosthetics to achieve the desired effects, whereas the second film relied heavily on CGI.

Jurassic Park was the first use of CGI creatures, and Toy Story was the first entirely CGI film, and took four years to make, whereas the most recent Toy Story film took 2 years to make.
Titanic became the highest grossing film of all time; its 'million dollar shot' that used CGI becomes infamous.

Independent films are all films that are made outside of the Hollywood studio system.
Independent films and filmmakers flourished during the 1990's. Due to their low cost and the fact that anyone could create them, investors vegan to back small independent films, as they had a higher chance of creating a profit from these films in comparison with the feature films that were being made at the time.
At the time, it was easier and cheaper to do this instead of attempting to compete with the blockbusters.
Miramax: this production company was founded by the (gross) Weinstein brothers. They funded many independent films during the 90's. These films include Reservoir Dogs (1992), Pulp Fiction (1994) and Shakespeare in Love (1998).
