The Erdman Act was passed in 1898 to take control over labour disputes while creating the railroads. The Erdman act used arbitrators to solve disagreements in an unbiased, third party, way. These disputes were between workers who wanted to, or already did, form unions agaisnts the leaders/owners of the interstate railroads.
