Description:
This investigation took place to find out all the disabled children who weren't getting an education. The Bureau of Education for the Handicapped found 8 million children requiring special education services weren't getting the proper education through a public school. Of this 8 million children, 3.9 million had their educational needs met, 2.5 million were getting a below average education and 1.75 million weren’t in school at all.
