Due to scarce resources and diminishing manpower, religious orders were at a breaking point because they were unable to provide teachers to schools. But in 1964, the Menzies Liberal Government introduced federal grants for all secondary schools for the first time and federal aid to government secondary schools and state aid for non-government schools.
