Construction of a permanent, purpose-built detention facility began in 2005. The facility has been criticized by many human rights and refugee advocacy groups as resembling a maximum-security prison. Despite earlier commitments to detain children as a last resort, the facility included family units, a babies’ compound, childcare centre and classrooms.
