According to "The 8 Stages of Genocide" written by Gregory Stanton, classification is the first stage in Genocide. Classification is the act of distinguishing "us" and "them". In the case of the Nanking massacre, the "us" (not actually us but the people committing genocide) is the Japanese Imperial Military and the "them" is the Chinese people. By starting to have a difference of the japs and chinese, the japs could more easily go to war with the chinese though propaganda in the homeland and having better moral.
